## How the 8th Pay Commission salary calculator works

The 8th Central Pay Commission was set up in 2025, with its terms of reference notified in November 2025, and is chaired by Justice Ranjana Prakash Desai. It was given about 18 months to report. As of October 2026 it has not submitted its report, and the government has announced no fitment factor, pay matrix or date of effect. Every figure here is a scenario, not an entitlement.

A pay commission converts your existing basic pay into a new basic by multiplying it by a fitment factor. The 7th CPC used 2.57, which took the minimum basic from INR 7,000 to INR 18,000. Factors discussed for the 8th CPC range widely; the table shows 1.92, 2.28 and 2.57, and you can enter any other. The new basic is rounded to the nearest INR 100, as the 7th CPC pay matrix was.

The key detail is dearness allowance. When a new pay commission takes effect, the DA earned so far is folded into the new basic and DA restarts from zero. So a 2.57 factor doesn't mean your gross pay rises 157%: if you are at 60% DA today, part of the factor simply replaces that DA. The calculator compares your gross today (basic + DA + HRA) with the estimated gross after revision to show the real increase.

HRA is taken at 30%, 20% or 10% of basic for X, Y and Z cities, the 7th CPC rates since DA crossed 50% in January 2024. When the 7th CPC began, HRA was reset to 24/16/8% and restored in steps as DA rose, so you can pick that option too. Transport allowance and other allowances aren't included, and deductions such as NPS or UPS contributions, CGHS and income tax aren't modelled.

New basic = current basic x fitment factor (rounded to INR 100) - New gross = new basic x (1 + new DA + HRA rate)

Fitment factor

not yet announced; 2.57 under the 7th CPC

New DA

restarts at 0% on revision

## Worked example: Sunita, Level 7, in a Y-class city

Sunita is at the entry cell of Level 7 with a basic of INR 44,900. With 60% DA and 20% HRA, her gross before transport allowance is INR 80,820 a month. If the 8th CPC repeated the 2.57 factor, her new basic would be INR 1,15,400. With DA back at zero and HRA reset to 16%, as happened in 2016, her gross would be INR 1,33,864: a rise of INR 53,044, or 65.6%, far less than the factor alone suggests.

Estimated revised gross pay a month

INR 1,33,864

New basic INR 1,15,400 (INR 44,900 x 2.57) - an estimate, not an official figure

Gross today**INR 80,820**

INR 8,980

\+ HRA at 16%

INR 18,464

A 2.57x factor doesn't mean a 157% raise: today's 60% DA is folded into the new basic and DA restarts from zero.

## Good to know

- Pay commissions have usually taken effect from 1 January of the cycle year (the 7th from 1 January 2016), with arrears paid later. The date for the 8th CPC has not been announced.
- Pensions are revised with the same commission, typically by applying the fitment factor to basic pension. Family pension follows the same route.
- Between commissions, DA is revised twice a year based on the consumer price index for industrial workers. Use the DA rate on your latest pay slip for the 'current DA' input.
- A higher basic raises your NPS or UPS contribution, which is a percentage of basic + DA, so take-home pay rises a little less than gross.
- Treat claims of a 'confirmed' fitment factor with caution until a government resolution is published by the Department of Expenditure.

## Frequently asked questions

What will be the fitment factor in the 8th Pay Commission?

No one knows yet. As of October 2026, the commission has not reported and the government has not announced a factor. Figures from 1.92 to 2.86 have been discussed; the 7th CPC used 2.57. This calculator lets you test any of them.

When will the 8th Pay Commission be implemented?

Not decided. The commission was constituted in 2025 with about 18 months to submit its report, after which the government decides what to accept and from when. Earlier commissions took effect from 1 January of the tenth year, so 1 January 2026 is widely expected, but it is not confirmed.

Will DA become zero in the 8th Pay Commission?

That is what happened under every recent commission: accumulated DA is merged into the revised basic, and DA starts again from zero, then rises twice a year. That is why your gross pay rises much less than the fitment factor.

How much will my salary increase under the 8th Pay Commission?

It depends on the factor chosen and your current DA. For someone with a INR 56,100 basic in an X city at 60% DA, a 2.28 factor would lift gross pay by about 56% and 2.57 by about 76%, before allowances other than HRA. Enter your own basic to see your estimate.

Does the 8th Pay Commission apply to pensioners?

Yes, central government pensioners' pensions are revised along with pay, usually by applying the fitment factor to basic pension and resetting dearness relief. The exact method will be in the government's decision on the commission's report.
